yes and no. Kind of depended on your usage. As a OS boot drive (mainly read), yes it will be fast. If you do a lot of file I/O (database, video encoding, code compiling  ... etc.) then no. You will see some speed gain in the beginning but eventually the drive will slow down.
For laptop always use SSD if possible. For desktop, use SSD as boot drive and HDD as data drive.
