upon power up, do you hear some knocking sound from the hard drive? if yes, mean there is some mechanical failure. no point for doing formatting. just bring back to supplier and told them can not detect.
delete all usb host controller from the Device Manager，then reinstall them，maybe it's the driver problem with usb host controller。safety and probably remove external hard disk from PC
