I think we need to look at the intention of the notice.  I do believe all of the students in the University should be able to read it.  However, I do agree that complicated Chinese should be reserved to its historical value.  Most of the Hong Kong people read and write complicated Chinese and most of the simplified Chinese words can be quite confusing !
