I think it all depend on what you want to achieve.

If you like take photo, as your skill advancing, most likely you will shot in RAW, where the output you need to post processing before it can be the photography work to share. In that scenario, photography -> photoshop (or whatever similar software to perform photo enhancing and final touch).

Pure photoshop skill but without knowing how to prepare the quality graphic work (in this case, quality photography) and use into your creative expression process is very rare.

For photographer maybe will use lightroom for quick photo touching or correction of the photo, and that is.

But I will said so, 50 / 50, they both work hand in hand.
